The blockchain industry in Nanjing has initially formed a pattern of two agglomeration centers, "Gulou District" and "Jiangbei New District", which are distributed on both sides of the Yangtze River.

On September 6, the "Eight Rules of Blockchain" in Gulou District, Nanjing was officially released.

According to the policy, the industrial and commercial registration place, tax collection and management relationship and statistical relationship are within the scope of the Gulou blockchain pilot area, and the blockchain enterprises or institutions that meet other specified conditions will be able to enjoy the support and subsidies of the Gulou District in various aspects .

Gulou District is not the first district in Nanjing to issue a special blockchain policy. In early June, Nanjing Jiangbei New District also released the “Ten Rules for Blockchain” to promote the development of the blockchain industry from all aspects.

1. Beginning in 2017, landing in multiple scenarios

Under the wave of new infrastructure and digital economy, the blockchain as the underlying infrastructure of the digital economy has also received great attention from Nanjing.

In April this year, the Nanjing Municipal Government issued the "Three-Year Action Plan for Digital Economy Development in Nanjing (2020-2022)", proposing that by 2022, the city's blockchain core business revenue will exceed 500 million yuan, driving the scale of related industries to 5 billion yuan. Yuan.

In January, Nanjing City issued the No. 1 Document of the Municipal Party Committee in 2020 "Several Policies and Measures on Further Deepening the Construction of a Famous Innovation City and Accelerating the Improvement of Industrial Basic Capabilities and Industrial Chain Level". It is pointed out that it is necessary to promote the coordinated development of strong chains in the industry, encourage the application of blockchain in the industry, support leading enterprises to build alliance chains, and promote the industry to climb to the middle and high end of the value chain.

On December 21 last year, Zhang Jinghua, secretary of the Nanjing Municipal Party Committee, also emphasized at the study meeting of the Nanjing Municipal Party Committee Theoretical Learning Center Group that it is necessary to accelerate the development of blockchain technology and industrial innovation in Nanjing, and coordinate the planning of blockchain and digital economy, artificial intelligence, etc. Coordinated development, highlighting the deep integration of blockchain and the real economy, and creating a "new highland" for the industry.

In fact, Nanjing City began to develop blockchain as early as 2017. In documents such as the "Nanjing "13th Five-Year" Financial Industry Development Plan" issued at that time, it was clearly proposed that a number of new technologies such as blockchain should be the core to promote the wide application in financial technology and other fields. Also in this year, the Nanjing Information Center launched the construction of a blockchain electronic license sharing platform project.

Nanjing City also attaches great importance to the integrated development of blockchain and the real economy, and actively explores the actual application of blockchain technology in various scenarios.

It is understood that the Nanjing blockchain electronic license sharing platform built in 2017 has now connected 49 government departments, completed 1,600 event connections, and 22 million data collaborations, covering the information of 250,000 enterprises and 8.3 million natural persons in the city. Dozens of people's livelihood matters such as the integration of real estate transactions and a network of government services have been implemented.

In April of this year, Nanjing City announced the issuance of 318 million yuan of consumption vouchers, among which the blockchain was used to implement the whole process supervision of consumption vouchers, and each consumption can be traced throughout the whole process.

Blockchain technology has also been applied to grassroots social governance. Jiangbei New District of Nanjing City, through the blockchain community self-government application platform "Link to Wanjia", piloted 4 communities in Taishan Street and Yanjiang Street, using blockchain technology for community autonomy to improve residents' satisfaction and happiness .

2. On the north and south banks of the Yangtze River, "eight blockchains" and "ten blockchains"

With the introduction of the "Eight Block Chains" in Gulou District, Nanjing's blockchain industry has initially formed a pattern of two agglomeration centers, "Gulou District" and "Jiangbei New District", which are distributed on both sides of the Yangtze River.

In June last year, the China Computer Federation and Nanjing Gulou High-tech Zone cooperated to build the city's first blockchain technology and application cooperation base. A year later, the Gulou Blockchain Industry Pilot Zone in Nanjing was officially launched in June this year. The Gulou District Government stated that it will strive to build the Gulou Blockchain Industry Pilot Zone into the largest blockchain industry in the province within 3 to 5 years. Centralized and domestically influential blockchain industry pilot zone.

According to Hong Lilai, deputy secretary of the Gulou District Party Committee and acting district mayor, since 2020, Gulou District has focused on building a "seven one" system for blockchain development around the goal of building a "national blockchain industry demonstration site". At present, the Gulou blockchain pilot zone has incubated and introduced more than 100 upstream and downstream related enterprises.

Compared with Gulou District, Jiangbei New District developed blockchain earlier, with stronger policy support and a higher industrial agglomeration effect. In August 2018, the "Nanjing Financial Technology Research and Innovation Center" and the "People's Bank of China Digital Currency Research Institute (Nanjing) Application Demonstration Base" were located in Jiangbei New District.

On August 18 this year, the "Yangtze River Blockchain International Innovation Center" was officially inaugurated, becoming an important layout of the Jiangbei New District in the field of financial technology.

In terms of specific support policies, both Gulou District and Jiangbei New District have provided "real money" to provide large-scale support and subsidies to eligible blockchain companies and talents.

3. Rapid development but still gaps

As the ancient capital of the Six Dynasties, Nanjing dared to actively embrace the new trend, deployed blockchain in advance in the era of digital economy, and achieved good results. According to preliminary statistics, the scale of the city's blockchain-related industries in 2019 is about 200 million yuan.

According to a data released by Qichacha in July this year, there are 2,551 blockchain companies in Jiangsu, accounting for 5.58% of the country's total, most of which are concentrated in Nanjing and Suzhou.

In the "2019 China Urban Blockchain Development Level Evaluation Report" previously released by CCID Research Institute, Nanjing's blockchain development level ranked 8th among 45 key cities in the country.

It can be said that Nanjing’s blockchain industry has an early layout and rapid development, and its development is relatively advanced in the country, but there are still some problems. Compared with Beijing, Guangzhou, Hangzhou and other cities, there are also gaps.

First of all, Nanjing City has not issued special policies and documents for the blockchain at the municipal level. It lacks top-level design and systematic planning for the blockchain industry, and lacks guidance for the healthy and orderly development of the industry.

Secondly, most of the blockchain companies are scattered in Jiangbei New District, China (Nanjing) Software Valley and other parks, and have not yet formed an industrial scale advantage.

Third, the current main application scenarios of blockchain are still in government affairs and finance, and there are still not many integrations with traditional industries, and the diversity of application scenarios still needs to be expanded.

Fourth, compared with Beijing, Hangzhou and other cities with a high concentration of universities and enterprises, Nanjing is slightly insufficient in resources such as blockchain backbone enterprises and high-end talents.

In addition, Suzhou, which is "close neighbors" to Nanjing, has not been inferior to Nanjing in terms of support for the blockchain industry in recent years, and will "compete" with Nanjing for talents and resources to a certain extent.
