Solve the problem that the cpu usage rate of rpc nodes soars when there are high requests;
Optimize query code and DB structure, improve rpc concurrency performance, and double QPS.

Reconstruct the EVM state DB interface, reduce the update frequency of invalid data, improve the efficiency of abci execution, and speed up the completion of consensus;
Improve the test network EVM gas refund mechanism, so that when the transaction execution fails, the gas refund can still be executed correctly.
3. RPC domain name replacement and upgrade
The rpc domain name is uniformly updated to: https://exchaintest.okexcn.com, which avoids the confusion of multiple addresses before, and focuses on the positioning as a transaction chain through the domain name;
Switch from http to https, support mobile phone use, solve the problem that some browsers cannot access after automatically converting http to https, and support rest interface cross-domain access.

In the original OEC address generation algorithm, coinType=996. After OEC supports EVM, in order to be perfectly compatible with Ethereum and its ecology, and to make it easier for users to use OEC EVM, set coinType=60, which is completely consistent with the Ethereum address generation algorithm.
7. OEC address modification prefix (under test, not released)
According to community feedback, the original OEC address prefix "OEC" is too long, so the address prefix is uniformly changed to "ex".
