On December 16, 2019, the Libra Association Council voted to establish the Libra Project Technical Steering Committee (TSC) and elected five members, each contributing a unique perspective and bringing valuable domain expertise to the project.
The TSC's role is to oversee and coordinate the technical design and development of the Libra network. Responsibilities include:
guide the technology roadmap for the Libra network;
Form technical working groups to rapidly study selected specific issues;
guide code base development;
Build a healthy and engaged Libra development community.
As a project rooted in technological innovation, technology management is an important part of Libra project autonomy. In the first quarter of 2020, the TSC will publish its technical governance framework and related documents. This will include a process for the open source community to propose changes to network technology, and a transparent process for evaluating those proposals.

Anchorage Co-Founder and President Diogo Monica
Diogo is President and Co-Founder of Anchorage, an industry-leading digital asset custody company. He holds a PhD in Computer Science from the Technical University of Lisbon, has worked in software security for over 15 years, and is the published author of several peer-reviewed papers in the field of distributed systems and information security. At Docker, he built and led the security team whose code today helps protect hundreds of millions of servers around the world as one of the core underpinnings of modern infrastructure.

Calibra's Libra Core Product Lead George Cabrera III
George is a 20-year software engineering veteran who has been the product lead at Libra Core for over a year. In the past, George served as a technical lead at Network Appliance and Facebook's Core Data team, designing Facebook's core caching system. He also spent three years leading the technical integration of Instagram and WhatsApp with Facebook. He then went on to help create the telecom infrastructure project and Facebook's connectivity team. Finally, as an early team member, he supported the Libra project as a product manager, completed the delivery of the Libra testnet, and continues to serve as one of Calibra's most senior technical staff.

Nick Grossman, Partner, Union Square Ventures
Nick is a partner at Union Square Ventures, an early stage venture capital firm with a long track record investing in social networking, development tools, fintech and cryptocurrency/blockchain infrastructure. Nick has extensive experience leading and advising start-ups, particularly on security, data, privacy and regulatory issues. Previously, he led a startup incubator focused on the intersection of cities and data at OpenPlans, where he focused on leading open source projects, building open data platforms, and supporting open standards efforts. Nick holds an undergraduate degree from Stanford University and has held academic positions at the MIT Media Lab and Harvard Law School.
